Newfoundland & Labrador Provincial Nominee Program
The Newfoundland & Labrador Provincial Nominee Program (NLPNP) is a pathway to permanent residence for people who have a genuine job and settlement plan in the province. As of 2025, the process starts by creating an Expression of Interest (EOI) in the Immigration Accelerator portal. If you receive an invitation, you submit a complete application to the province; if approved, you get a nomination and then finish with IRCC for permanent residence. It looks simple, but details that match your role to the correct NOC/TEER, meeting language levels, handling licensing, assembling employer documents, and timing drive outcomes.

Which program fits depends on your situation. If you are working in NL or hold a valid offer, the Skilled Worker or Express Entry–Skilled Worker programs are common choices; under Express Entry, a nomination strengthens your federal case. If you graduated in NL and hold a PGWP, the International Graduate program is designed for you. If you bring in-demand expertise, Priority Skills NL lets you file an EOI without a job offer at the outset. If you plan to start or buy a business, entrepreneur programs are available. Most worker/graduate programs do not charge a provincial fee; entrepreneur programs have their own fee rules, so always check the current guide. Language requirements vary by program: Express Entry follows federal thresholds (for example, FSW typically requires CLB 7), while Skilled Worker often expects CLB 4 or higher, with some occupations needing more.
A strong application shows that your job duties actually match the right NOC/TEER, that you have started any required licensing early, and that employer letters and pay evidence are organized and consistent. Plan the validity of key documents—language tests, ECAs, police certificates, medicals—
so they align with portal timelines. The practical goal is straightforward: secure the nomination and move cleanly to the federal stage.
Details are fact-specific and guides can change. If you want to confirm the right program and the steps for your file, a brief preliminary review can clarify your current status, likely program, and expected timeline.
